8 - 12 mph Gentle Breeze Leaves / small twigs in constant motion; wind extends light flag
13 - 18 mph Moderate Raises dust; loose paper; small branches moves
19 - 24 mph Fresh Small trees begin to sway; creased wavelets form on inland waters
25 - 31 mph Strong Large branches in motion, whistling heard in telephone pole wires; umbrellas used with difficulty
32 - 38 mph Near Gale Whole trees in motion; impedes progress
39 - 46 mph Gale Breaks off twigs from trees; impedes progress
47 - 54 mph Strong Gale Slight structural damage occurs
