General Information
It is the responsibility of this department to accept waste (useless and/or discarded materials). Each user shall sort and/or separate each type of waste. The county will assess the highest dumping fee to waste that is mixed and not sorted/separated. For example, the fee to dump construction/demolition waste mixed with solid waste will be the higher solid waste fee. The county absolutely does not allow mixed loads of leaves and/or grass clippings and solid waste (household trash) to be dumped. Explosives, radioactive and medical waste, ammunition, asbestos etc. are not accepted. Fees double for loads not covered and out of county waste. There are no exceptions.

Compost
Harper County accepts leaves and/or grass clippings, trimmings, and limbs. This waste/compost is not available to the public.

Construction / Demolitions & Industrial Waste, Tires, & Appliances
Harper County accepts construction/demolition and industrial waste (asphalt shingles, wood, metal, rubber, wire, cement, etc.). The county separates the cement from the other construction/demolition and industrial waste. The county uses the cement for a variety of purposes in other areas of the county. The county buries the remainder of the construction/demolition and industrial waste on site. Harper County accepts tires. The county cuts the tires and buries them on site (monofill).

Harper County accepts household appliances (refrigerators, stoves, air conditioners, etc.). The appliances are stored on site and later transferred and/or marketed.

Household Hazardous Waste
Harper County accepts all types of hazardous substances from residential households only. Household hazardous waste may include products such as:
  • Outdoor products (pesticides (herbicides and/or insecticides), fungicides, roach and mouse poison etc.)
  • Automotive products (used motor oil, anti freeze, automotive batteries, brake fluid, car waxes, carburetor cleaner, lubricants, gasoline etc.)
  • Household products (bleach, cleaners, disinfectants, mothballs, furniture and shoe polish, arts and craft materials, etc.)
  • Other (pool chemicals, muriatic acid, photo developing chemicals, etc.)
 
Please call if you are in question as to whether or not you have hazardous waste to dispose of. It is important to dispose of this waste in the proper manner. In most cases, it is hazardous if the label has any of these words:
  • Warning
  • Caution
  • Poison
  • Danger
 
Harper County cannot accept and dispose of hazardous waste for businesses, but please call if you are a business and have a question as to how to dispose of your waste.

Recyclable Materials
Harper County accepts recyclable materials and processes them on site (recycle building) for market. Acceptable recyclable items include the following:
  • Corrugated cardboard
  • Newsprint
  • Magazines
  • Notebook paper
  • Computer printouts
  • Office scrap
  • Other assorted paper (please do not include construction paper and/or manila folders)
  • Hardcover books (please remove the cover)
  • Phone books
  • Glass (please separate into clear, green, or brown)
  • Tin and aluminum cans
  • Plastic containers (please separate into Pete # 1 or HDPE #2 Colored, i.e. tide soap jug or #2 natural i.e. milk containers and gallon water jugs)

Unacceptable recyclable items include the following:
  • Smooth cardboard (cereal boxes, cigarette cartons, and pop cases)
  • Egg cartons
  • Plastic grocery sacks
  • Styrofoam
  • Plate glass
  • Light bulbs
 

Please rinse containers, remove labels, and sort/separate your recyclable materials.

Solid Waste
Harper County accepts solid waste (household waste or any other waste not defined above) and stores it on site (Transfer Station/Building) for transfer. Harper County may accept solid waste but it does not have a permit to dispose of this waste. The county has a contract with a local business to transfer/haul this waste to the Plumb Thicket Landfill. The county pays a hauling fee to the transporter.
